In 2024, reports by Enrico Letta and Mario Draghi underlined that creating a truly integrated single market is critical for European competitiveness. In April 2024, the European Council called on the Commission to develop a horizontal single market strategy by June 2025. Conclusions adopted by the Competitiveness and Growth Council in May 2024 called on the Commission to adopt a new horizontal strategy to reduce fragmentation and complete the single market, including a roadmap with clear timelines and milestones for urgent and concrete actions.
En enero de 2025, en preparación de esta Estrategia para el Mercado Único, la Comisión de la UE consultó a los ciudadanos y a las partes interesadas a través de la denominada Convocatoria de pruebas. Con esta consulta, la Comisión pretende obtener información sobre el funcionamiento del mercado único, en particular sobre:
• los obstáculos a la libre circulación de bienes y servicios en el mercado único y las posibles formas de abordarlos;
• retos reglamentarios y administrativos en el mercado único y posibles medidas políticas para abordarlos;
• la gobernanza horizontal del mercado único y la aplicación de sus normas, así como las posibles iniciativas para mejorarlas.
