On 13 November 2025, the Architects’ Council of Europe (ACE), together with the Czech Chamber of Architects (ČKA), held a public conference in Prague to reflect on current challenges and opportunities in delivering affordable, sustainable and high-quality housing across Europe. This event was co-funded by the Creative Europe programme of the European Union.

ACE President Carl Bäckstrand stressed the urgency of coordinated action: “Europe’s housing crisis calls for creativity, collaboration and courage. It’s time to act—housing is a human right and a foundation for social and environmental well-being. By combining high-quality architecture, impact-driven policies and collaborative approaches, we can create housing that truly meets people’s needs while enriching Europe’s built environment—aligned with the European Green Deal and the New European Bauhaus”.

Prague Declaration : ACE and Housing Europe unite for affordable & quality Housing for all

The conference concluded with the adoption of the Prague Declaration, a joint statement outlining four priorities for policymakers and stakeholders:

1. Housing as a Human Right and Public Asset

2. Renovation First: From Demolition to Reuse and Care

3. Quality by Design: Housing that Enhances Well-Being

4. Innovation and Digitalisation: Tools for Scalable, Sustainable Housing
