In 2024, reports by Enrico Letta and Mario Draghi underlined that creating a truly integrated single market is critical for European competitiveness. In April 2024, the European Council called on the Commission to develop a horizontal single market strategy by June 2025. Conclusions adopted by the Competitiveness and Growth Council in May 2024 called on the Commission to adopt a new horizontal strategy to reduce fragmentation and complete the single market, including a roadmap with clear timelines and milestones for urgent and concrete actions.
I januar 2025 hørte Kommissionen som forberedelse til denne strategi for det indre marked borgere og interessenter gennem en såkaldt Opfordring til indsendelse af dokumentation. Med denne høring sigter Kommissionen mod at indhente oplysninger om det indre markeds funktion, herunder om
• hindringer for den frie bevægelighed for varer og tjenesteydelser i det indre marked og mulige måder at tackle dem på
• lovgivningsmæssige og administrative udfordringer i det indre marked og potentielle politiske tiltag til at tackle dem
• den horisontale styring af det indre marked og håndhævelsen af dets regler samt mulige initiativer til at forbedre dem.
