Quality Procurement Workgroup

Aims and scope

The aim of the Quality Procurement WG is to promote quality in public procurement and architectural design contests across the EU and beyond. It advocates for quality-focused procedures using the Most Economically Advantageous Tender (MEAT) criterion, advocates for a ban on sole reliance on lowest-price awards for intellectual services, and strongly encourages ADCs to foster innovation, sustainability, and excellence.

The WG facilitates access for smaller firms, disseminates best practices and guidelines, and actively engages in EU policy revisions (e.g., Public Procurement Directive) to ensure procurement delivers enduring public value through high-quality architecture aligned with goals like the New European Bauhaus and Baukultur.
