Last week in Luxembourg, the Architects’ Council of Europe (ACE) joined forces with the Order of Architects and Consulting Engineers in Luxembourg (OAI), the European Federation of Engineering Consultancy Associations (EFCA), and the European Council of Engineers Chambers (ECEC) for a high-level joint conference titled “Architects + Engineers: Partnership for Resilient Design.”

Principais temas e destaques da conferência
No contexto da revisão em curso da Diretiva Contratos Públicos da UE e em consonância com a iniciativa Novo Bauhaus Europeu (NEB), a conferência destacou a necessidade urgente de reformas para assegurar contratos públicos baseados na qualidade e um melhor apoio a soluções inovadoras e orientadas para as PME.
Um compromisso conjunto: Declaração do Luxemburgo
On this occasion, the four organisations unveiled the Luxembourg Declaration on Public Procurement—a shared commitment to improving procurement practices across Europe in support of design quality, sustainability, and long-term value.
The full Declaration captures the joint vision and policy recommendations from the architectural and engineering sectors to:
1. Reforçar o mercado interno com regras gerais em matéria de contratos públicos que vão além do preço mais baixo
2 Proporcionar um melhor reconhecimento da natureza específica dos serviços intelectuais
3 Assegurar procedimentos de adjudicação de contratos orientados para a qualidade e a inovação
4. Melhorar o acesso das PME e dos novos operadores aos contratos públicos
