The European Council of Civil Engineers joins as new signatory of the Luxembourg Declaration

Den European Council of Civil Engineers (ECCE*) has officially joined the list of signatories of the Luxembourg Declaration on Public Procurement.
This Declaration, adopted at the high-level joint conference “Architects + Engineers: Partnership for Resilient Design” held on 15 May in Luxembourg, was initiated by the Architects’ Council of Europe (ACE), the Order of Architects and Consulting Engineers of Luxembourg (OAI), the European Federation of Engineering Consultancy Associations (EFCA), and the European Council of Engineers Chambers (ECEC). Together, these organisations represent nearly 1.5 million architects and consulting engineers across Europe.
In a statement of support, ECCE affirmed:
“The European Council of Civil Engineers fully supports the Luxembourg Declaration on Public Procurement. We join our partners in calling for a shift towards quality- and innovation-driven procurement, recognising the unique value of intellectual services. Only by prioritising design excellence, sustainability, quality, and long-term resilience over lowest-cost criteria can we truly serve the public interest and build a better and safer Europe.”
The Luxembourg Declaration reflects a shared commitment among Europe’s architectural and engineering communities to improve public procurement practices by:
1. Strengthen the internal market with overarching public procurement rules that go beyond lowest price
2 Provide for better recognition of the specific nature of intellectual services
3 Ensure quality- and innovation oriented procurement procedures
4. Improve access to procurement for SMEs and new entrants
The European Council of Civil Engineers (ECCE), established in 1985, is the voice of civil engineers in Europe, representing professional bodies from 25 member countries. It was founded on the belief that civil engineers working together can significantly contribute to advancing the built environment and protecting the natural one. ECCE promotes the highest technical and ethical standards, advises European and national institutions, and works to harmonize regulations and standards across Europe. Active in areas such as sustainability, education, ethics, and safety, ECCE supports civil engineers in building a better, more resilient future for all.
