Short description of the legal framework based on Study 0:
The binding legislative framework governing Public Procurement and compulsory Architectural and Design Contests (ADCs), as mandated by the Municipal Spatial Plan, is the Public Procurement Act (Official Gazette 120/16, 114/22). Additionally, the CCA (Croatian Chamber of Architects) & Croatian Architects’ Association provides voluntary guidelines for the organization of ADCs in the Ordinance on ADCs (Official Gazette 85/14). Notably, the City of Zagreb, the City of Split, and the City of Dubrovnik have adopted the Ordinance on ADCs by the CCA & Croatian Architects’ Association as mandatory within their respective jurisdictions.
