Madrid Leaders’ Summit: Bringing the building sector together to deliver a renovation revolution

On 20-21 September, six ACE delegates took part in the Madrid Leaders’ Summithosted by the Colegio Oficial de Arquitectos de Madrid (COAM). The event was organised in the framework of the BUILD UPON project and gathered 170 experts from central and local governments, construction companies, financing institutions, research institutes and non-profit associations.

The objective was threefold: 1) Build a community of public, private and non-profit stakeholders across Europe who can take on the long-term challenge of designing and implementing national renovation strategies; 2) Build a common vision of what we want to achieve by 2050 in terms of renovation; 3) Build the foundations of a strategy for coordinated action, to achieve this vision and define indicators to track the progress made.

The event included keynote speeches by L. Pavlova, Bulgarian Minister of Regional Development and Public Works and a video message by M. Šefčovič, Vice-President of the EU Commission, in charge of Energy Union. On Day-2, participants focused on seven key areas where action needs to be taken, namely: 1) Leadership Initiatives; 2) Awareness Raising Initiatives; 3) Skills and Capacity Building Initiatives; 4) Financial and Economic Initiatives; 5) Policy and Regulatory Initiatives at EU, national and local levels; 6) Administrative and Organizational Initiatives; 7) Innovation Initiatives.

The ACE delegation was led by ACE President Luciano Lazzari, who chaired a roundtable on Professional Skills and presented Ri.U.SO – a project of the Italian Chamber (CNAPPC) defining instruments and strategies for the regeneration of the urban environment. At the same roundtable, a representative from the Valencia Institute of Buildings presented the PROF/TRAC project which aims to develop an Open Education Platform for Continuing Professional Development. E. Panescu (OAR) and PB. Ravara (OA), ACE Board Members, delegates from the German BAK (H. Lippe) and the French CNOA (S. Lutard), and ACE Policy Officer (P. Obajtek) took part in the Summit as well.

The ACE delegation promoted Architecture as a source of long-term and cost-effective solutions to retrofit our buildings and regenerate our cities, and as one of the most important determinants of occupants’ experience of comfort, security and productivity. In particular, ACE delegates underlined the importance of collecting and disclosing data on the operational performance of buildings and of investing in education and life-long learning of buildings professionals.

The results of the Madrid Leaders’ Summit will feed into the Global Alliance for Buildings and Construction (Global ABC) and the COP22 summit, which will take place in November in Marrakech. They will also constitute recommendations for EU Member States, which are currently preparing a revised version of their national renovation strategies, to be notified to the EU Commission by April 2017.  BUILD UPON will organise a second summit in February 2017 in Brussels in order to present key conclusions and pursue the discussion with national and EU policy-makers. Learn more on the Madrid Leaders’ Summit on the event website.
