Short description

AURORA aims to establish an integrated, multi-criteria planning framework that will enable public authorities and building-stock owners to translate climate, social and long-term value objectives into decision-ready, comparable and investment-grade transformation pathways. The framework will support the strategic planning of heterogeneous building portfolios towards whole-life-carbon reduction, circularity, climate resilience, safety, affordability and social inclusion, while accounting for the diverse governance structures, territorial conditions and planning contexts across Europe. Validation will be undertaken through three authority-led pilot contexts—Tierra del Vino (Spain), Ravenna Province (Italy) and Schiedam Municipality (Netherlands)—representing distinct territorial scales, governance arrangements and portfolio-planning processes. Two follower entities in Sweden and Bulgaria will further assess the framework’s transferability, scalability and potential for wider institutional uptake beyond the pilot contexts.

The Architects´ Council of Europe’s involvement

The Architects’ Council of Europe will lead the Dissemination and Communication Work Package, participate in the development of capacity-building programmes, and lead the policy uptake task.

Expected project results

The project will deliver a harmonised multicriteria evaluation methodology for new-construction and renovation interventions, supported by an integrated planning framework to develop comparable and investment-ready transformation pathways. It will produce two implementation packages—New Construction and Renovation—alongside a database of holistic construction and renovation solutions. AURORA will define the conceptual and technical specifications for its digital environment, enabling data integration, scenario modelling, and pathway generation. The Planning Framework will be validated through three territorial pilots, each resulting in a dedicated Transformation Plan. A replication toolkit, capacity-building programme, and sustained stakeholder engagement will support transferability, scalability, and post-project uptake across Europe.
