På 18 December 2025, the Mutual Recognition Agreement (MRA) on professional qualifications for architects between the European Union and Canada became legally binding and entered into force.

The MRA follows a Joint Recommendation by the Architects’ Council of Europe (ACE) and the Canadian Architectural Licensing Authorities (CALA, now ROAC) to the MRA Committee established under the EU–Canada Comprehensive Economic and Trade Agreement (CETA). It enables EU architects to obtain a licence to practise in Canada, and Canadian architects to obtain recognition in the EU, subject to the applicable conditions.

In conjunction with the entry into force of the MRA, DG Trade has launched a dedicated webpage on its Access2Markets portal, providing EU architects with streamlined access to information and procedural guidance on registration and recognition.

Adopted in October 2024, the MRA entered into force following the completion of internal approval procedures by both Parties. It complements the existing benefits for architects under CETA, which already facilitates the provision of architectural services by setting guarantees for temporary service delivery and business establishment in each other’s jurisdictions. The agreement is the first MRA concluded under CETA og the first EU MRA on professional qualifications in services.

By establishing a dedicated framework for the recognition of architectural qualifications, including access to licensure, the MRA reduces barriers to cross-border practice and creates new professional opportunities for architects on both sides of the Atlantic.

Conditions for recognition

To have their professional qualifications recognised in Canada, EU architects must hold a formal architectural qualification, possess a valid professional licence issued by a competent authority, and demonstrate a minimum of 12 years of relevant education and professional experience. Language requirements may apply. Architects must also register with the competent provincial or territorial regulatory authority in Canada to obtain authorisation to practise.
