Short description of the legal framework based on Study 0:<\/strong>
The binding legislative framework governing Public Procurement and compulsory Architectural and Design Contests (ADCs), as mandated by the Municipal Spatial Plan, is the Public Procurement Act (Official Gazette 120\/16, 114\/22). Additionally, the CCA (Croatian Chamber of Architects) & Croatian Architects\u2019 Association provides voluntary guidelines for the organization of ADCs in the Ordinance on ADCs (Official Gazette 85\/14). Notably, the City of Zagreb, the City of Split, and the City of Dubrovnik have adopted the Ordinance on ADCs by the CCA & Croatian Architects\u2019 Association as mandatory within their respective jurisdictions.<\/p>\n\n\n\n

Definition of Architectural Competition:<\/strong>
Architectural Design Competitions are a procurement method of architectural design services based on quality of conceptual design. The same term is also used to indicate competitions in the fields of urban and spatial planning, landscape design, and interior design.<\/p>\n\n\n\n

Professional Qualification Criteria:<\/strong>
Professional access in Croatia requires a completed Master’s Degree in Architecture, which is listed in Annex 5 of the EU Professional Qualifications Directive which lists the notified EU diplomas that fulfil the minimum requirements of the Directive. After the degree, two years of practical training and a professional exam are required. To practice the profession, registration in the Croatian Chamber of Architects is required.<\/p>\n\n\n\n
