The event aimed to engage policymakers and stakeholders in discussions about the challenges surrounding built heritage. The program highlighted best practices, innovative solutions for preservation, retrofitting, and adaptive reuse, as well as the barriers and enablers necessary to scale these efforts and foster innovation.&nbsp;<\/p>\n\n\n\n<p>The conference attracted some 250 participants both onsite and online.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Opening session<\/strong><\/h3>\n\n\n\n<p>After welcoming the participants, moderators&nbsp;<strong>Agata W\u0105sowska-Pawlik<\/strong>, Director of the International Cultural Centre (ICC) and Board Member of Europa Nostra, and&nbsp;<strong>Borys Czarakcziew<\/strong>, Board Member of the Architects\u2019 Council of Europe, invited the representatives of the host organisations to make the introductory remarks.&nbsp;<strong>Ruth Schagemann<\/strong>, President of the Architects\u2019 Council of Europe, and&nbsp;<strong>Sne\u0161ka Quaedvlieg-Mihailovi\u0107<\/strong>, Secretary General of Europa Nostra and Project Leader of the European Heritage Hub, set the tone for the conference by underlining the importance of partnerships within civil society and with other stakeholders.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/ace-cae.eu\/wp-content\/uploads\/2024\/12\/PZM8645_241128-1024x683.jpg\" alt=\"\" class=\"wp-image-1249\" srcset=\"https:\/\/ace-cae.eu\/wp-content\/uploads\/2024\/12\/PZM8645_241128-1024x683.jpg 1024w, https:\/\/ace-cae.eu\/wp-content\/uploads\/2024\/12\/PZM8645_241128-300x200.jpg 300w, https:\/\/ace-cae.eu\/wp-content\/uploads\/2024\/12\/PZM8645_241128-768x512.jpg 768w, https:\/\/ace-cae.eu\/wp-content\/uploads\/2024\/12\/PZM8645_241128-1536x1024.jpg 1536w, https:\/\/ace-cae.eu\/wp-content\/uploads\/2024\/12\/PZM8645_241128-2048x1365.jpg 2048w, https:\/\/ace-cae.eu\/wp-content\/uploads\/2024\/12\/PZM8645_241128-18x12.jpg 18w, https:\/\/ace-cae.eu\/wp-content\/uploads\/2024\/12\/PZM8645_241128-233x155.jpg 233w, https:\/\/ace-cae.eu\/wp-content\/uploads\/2024\/12\/PZM8645_241128-466x311.jpg 466w, https:\/\/ace-cae.eu\/wp-content\/uploads\/2024\/12\/PZM8645_241128-114x76.jpg 114w, https:\/\/ace-cae.eu\/wp-content\/uploads\/2024\/12\/PZM8645_241128-228x152.jpg 228w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p><strong>Senator Jerzy Fedorowicz<\/strong>, Chairman of the Committee on Culture and the Media of the Polish Senate,&nbsp;<strong>Janusz Sepio\u0142,&nbsp;<\/strong>Chief Architect of the City of Krak\u00f3w, and&nbsp;<strong>Bogdan Andrzej Zdrojewski<\/strong>, Member of the European Parliament, Vice-Chair of the Committee on Culture and Education, addressed the audience. \u201c<em>The New European Bauhaus shows that the European Green Deal cannot be created in a fragmented way. It is a platform for unleashing creativity and cooperation between culture and science<\/em>\u201d, stated&nbsp;<strong>Bogdan Andrzej Zdrojewski&nbsp;<\/strong>in a video message broadcast from the conference.<\/p>\n\n\n\n<p><strong>Prof. Jacek Purchla<\/strong>, Vice-President of Europa Nostra and Chair of the European Heritage Awards \/ Europa Nostra Awards Jury, delivered a keynote on the history and significance of the inscription of the&nbsp;<a href=\"https:\/\/whc.unesco.org\/en\/list\/29\/\" target=\"_blank\" rel=\"noreferrer noopener\">Historic Centre of Krak\u00f3w<\/a>&nbsp;on UNESCO\u2019s World Heritage List, highlighting the city\u2019s experience in terms of heritage and development. \u201cKrak\u00f3w<em>&nbsp;belongs to those cities where heritage is decisive,<\/em>\u201d he said, also mentioning the urban heritage keystones of liveability: quality, identity, environment, management, participation and economy.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The New European Bauhaus and cultural heritage<\/strong><\/h3>\n\n\n\n<p>The first panel discussion focused on the New European Bauhaus and cultural heritage, featuring&nbsp;<strong>Pia Maier Schriever<\/strong>, Member of the NEB High Level Round Table,<strong>&nbsp;\u0218tefan B\u00e2lici<\/strong>, President of the Romanian Order of Architects, and&nbsp;<strong>Marcos Ros Sempere<\/strong>, Member of the European Parliament.<\/p>\n\n\n\n<p>Exchanges revolved around the importance of co-creating our built environment, making housing more sustainable and affordable, and recognising heritage as a resource of knowledge and innovation. In this case regeneration means forming new imaginaries. If we don\u2019t treat people as curators but as users, we are creating non-places in which to live,<\/em>\u201d said Prof. Jerzy Hausner.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Sustainability in the context of heritage<\/strong><\/h3>\n\n\n\n<p>The afternoon session continued with a roundtable on Sustainability in the context of heritage, reflecting on the impacts of climate change on our built environment and solutions for protection, retrofit, re-use and risk preparedness. Panellists&nbsp;<strong>Carl B\u00e4ckstrand<\/strong>, partner and deputy CEO of White Arkitekter and Vice-President of ACE,&nbsp;<strong>Prof. Stefano Musso<\/strong>, Chair of the ACE Heritage Working Group,&nbsp;<strong>Riin Alatalu<\/strong>, ICOMOS Vice-President for Europe, and&nbsp;<strong>Graham Bell<\/strong>, Board Member of Europa Nostra, highlighted the shift in policies from demolition to retrofitting of existing buildings, but noted that traditional skills and knowledge are still overlooked.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Education and public participation<\/strong><\/h3>\n\n\n\n<p>The following panel on education and public participation featured presentations by two winners of the&nbsp;<strong>European Heritage Awards \/ Europa Nostra Awards 2024<\/strong>:&nbsp;<a href=\"https:\/\/www.europeanheritageawards.eu\/winners\/saxon-church-in-alma-vii\/\" target=\"_blank\" rel=\"noreferrer noopener\">Saxon Church in Alma Vii, Romania<\/a>, Grand Prix in the Category \u2018Conservation and Adaptive Reuse\u2019, and Public Choice Award (by&nbsp;<strong>Stefan Balici<\/strong>, President of the Romanian Order of Architects), and&nbsp;<a href=\"https:\/\/www.europeanheritageawards.eu\/winners\/boulouki-travelling-workshop-on-traditional-building\/\" target=\"_blank\" rel=\"noreferrer noopener\">Boulouki \u2013 Travelling Workshop on Traditional Building, Greece<\/a>, laureate in the Category \u2018Education, Training and Skills\u2019 (by&nbsp;<strong>Ionas Sklavounos<\/strong>, Co-founder and Project Manager), who both emphasised the value of public participation, cultural heritage not being an end but a tool for the community.<\/p>\n\n\n\n<p><strong>Piotr Lewicki<\/strong>&nbsp;from \u0141atak-Lewicki Architectural offices talked about the redevelopment of the Cracovia Hotel, demolition of which was prevented thanks to a citizens\u2019 movement. It will now be transformed into an architecture and design museum.&nbsp;<strong>Olaf Grawert<\/strong>, Campaign Manager at&nbsp;<a href=\"https:\/\/www.houseeurope.eu\/\" target=\"_blank\" rel=\"noreferrer noopener\">HouseEurope!<\/a>, explained this European citizens\u2019 initiative for renovation combining practice, research and policy.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Heritage and recovery<\/strong><\/h3>\n\n\n\n<p>The last panel discussion delved into the topic of heritage and recovery, drawing from the lessons of the war in Ukraine.<\/p>\n\n\n\n<p><strong>Prof. Bohdan Cherkes<\/strong>, Director of the Institute of Architecture at Lviv Polytechnic University, argued that European cities should be prepared for shelling in today\u2019s aggressive context and that specialists should be trained to save cultural heritage in the extreme conditions of wartime.<\/p>\n\n\n\n<p><strong>Ruta Leitanaite<\/strong>, Board member of the Architects Association of Lithuania, and Coordinator of the Creative Europe project \u201cUREHERIT\u201d, announced the just published&nbsp;<a href=\"https:\/\/op.europa.eu\/en\/publication-detail\/-\/publication\/ac1cc7c5-a346-11ef-85f0-01aa75ed71a1\" target=\"_blank\" rel=\"noreferrer noopener\">Recommendations<\/a>&nbsp;from the European Commission-led expert group on the safeguarding of cultural heritage in Ukraine, recognising heritage as a key resource for recovery.<\/p>\n\n\n\n<p>Finally,&nbsp;<strong>Akrivi-Athina Vlachou<\/strong>, Urban Specialist at the European Investment Bank (EIB), presented the&nbsp;<a href=\"https:\/\/new-european-bauhaus.europa.eu\/tools-and-resources\/neb-investment-guidelines_en\" target=\"_blank\" rel=\"noreferrer noopener\">NEB Investment Guidelines<\/a>, a tool providing practical and procedural aspects of investment and project preparation in the built environment aligned with NEB values.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"686\" src=\"https:\/\/ace-cae.eu\/wp-content\/uploads\/2024\/12\/PZM8510_241128-1024x686.jpg\" alt=\"\" class=\"wp-image-1217\" srcset=\"https:\/\/ace-cae.eu\/wp-content\/uploads\/2024\/12\/PZM8510_241128-1024x686.jpg 1024w, https:\/\/ace-cae.eu\/wp-content\/uploads\/2024\/12\/PZM8510_241128-300x201.jpg 300w, https:\/\/ace-cae.eu\/wp-content\/uploads\/2024\/12\/PZM8510_241128-768x514.jpg 768w, https:\/\/ace-cae.eu\/wp-content\/uploads\/2024\/12\/PZM8510_241128-1536x1029.jpg 1536w, https:\/\/ace-cae.eu\/wp-content\/uploads\/2024\/12\/PZM8510_241128-2048x1372.jpg 2048w, https:\/\/ace-cae.eu\/wp-content\/uploads\/2024\/12\/PZM8510_241128-18x12.jpg 18w, https:\/\/ace-cae.eu\/wp-content\/uploads\/2024\/12\/PZM8510_241128-233x156.jpg 233w, https:\/\/ace-cae.eu\/wp-content\/uploads\/2024\/12\/PZM8510_241128-466x312.jpg 466w, https:\/\/ace-cae.eu\/wp-content\/uploads\/2024\/12\/PZM8510_241128-113x76.jpg 113w, https:\/\/ace-cae.eu\/wp-content\/uploads\/2024\/12\/PZM8510_241128-227x152.jpg 227w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Closing session and Krak\u00f3w Declaration<\/strong><\/h3>\n\n\n\n<p>The conference concluded with a preview of the Krakow Declaration \u201cNew European Bauhaus: Heritage &amp; Transformation\u201d, jointly issued by&nbsp;<a href=\"https:\/\/www.ace-cae.eu\/\" target=\"_blank\" rel=\"noreferrer noopener\">ACE<\/a>,&nbsp;<a href=\"https:\/\/www.europanostra.org\/organisation\/\">Europa Nostra<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.icomos.org\/en\" target=\"_blank\" rel=\"noreferrer noopener\">ICOMOS<\/a>, which puts forward&nbsp;&nbsp;<strong>7 key recommendations for the future of Europe\u2019s built environment<\/strong>, from favouring renovation and adaptive reuse, embracing innovation and traditional knowledge, upskilling and citizens\u2019 participations, to quality criteria, peer-learning and risk management and preparedness.<\/p>\n\n\n\n<p>\u201c<em>With the Krak\u00f3w Declaration, we want to provide a purpose to policy frameworks. Architecture and urban planning are the reflection of our societies. It\u2019s about creating value, putting the right questions in place. It\u2019s about the people, the quality, and freedom to choose where to live, in urban or rural areas,<\/em>\u201d said&nbsp;<strong>Ruth Schagemann<\/strong>, President of the Architects\u2019 Council of Europe.<\/p>\n\n\n\n<p>The Declaration also proposes a&nbsp;<strong>Call to Action<\/strong>&nbsp;to the incoming European Commission, recently elected Members of the European Parliament and Member States. \u201c<em>The EU ought to adopt an holistic, quality-driven and cultural approach in all EU policies and funding programmes which impact upon the built heritage.
