Discussions highlighted the importance of strengthening the connection between policy and practice to ensure that future housing solutions are both affordable and sustainable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Through the exchange of expertise and perspectives, the event contributed to the ongoing European debate on how to deliver housing that meets the needs of citizens while advancing the EU\u2019s climate and social objectives.<\/p>\n\n\n\n<h3 id=\"h-connecting-policy-and-practice\" class=\"wp-block-heading\">Connecting policy and practice<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Opening the ACE Policy Seminar <em>&#8220;Architecture for Europe\u2019s Housing Future: Beautiful, Affordable, Resilient&#8221;<\/em>, <strong>ACE President <\/strong><a href=\"https:\/\/www.linkedin.com\/in\/danielfuegenschuh\/\">Daniel F\u00fcgenschuh<\/a> stressed that Europe stands at a pivotal moment for its built environment.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/media.licdn.com\/dms\/image\/v2\/D4E12AQH3lOHVIjvBeA\/article-inline_image-shrink_1000_1488\/B4EZ66ZmfgIcAI-\/0\/1781243735959?e=1783555200&amp;v=beta&amp;t=C4G_DpeFDhVKK9AeuWrs6K14jI4yeP9Ttk8rCRPqWrw\" alt=\"Article content\"\/><figcaption class=\"wp-element-caption\">Judit Kimpian ACE Executive Board and Coordinator of the ACE Achieving Quality in the Built Environment Thematic Area &amp; Daniel F\u00fcgenschuh ACE President<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The challenges of housing affordability, climate change and social cohesion are significant, but so too is Europe\u2019s capacity to respond through collaboration, innovation and design quality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He reaffirmed ACE\u2019s commitment to ensuring that European legislation and regulatory frameworks support high-quality architecture and sustainable development.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;Architecture is about people, communities, climate and biodiversity.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Daniel highlighted how initiatives such as the <strong>New European Bauhaus Lab on Affordable Housing<\/strong> are helping bridge policy and practice by collecting and scaling real-life examples of affordable, sustainable and high-quality housing solutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.linkedin.com\/in\/greta-tresserra\/\">Greta Tresserra<\/a>  Chair of the ACE Sustainable Architecture Work Group, emphasised the opportunities presented by the upcoming EU Affordable Housing Plan. She noted that much of the solution to the housing crisis is already in place.\u00a0Also, many successful examples across various cities and regions demonstrate how affordability, sustainability, and high-quality architecture can be achieved simultaneously.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Referring\u00a0to the &#8220;La Bombeta&#8221; housing project in Barcelona, designed by\u00a0Lacolarquitectes, as a source of inspiration, she\u00a0highlighted that well-designed, community-oriented housing developments can offer practical lessons for future European initiatives. The project demonstrates how collaborative approaches to design and construction can build the skills needed to&nbsp;rapidly deliver affordable and sustainable housing in Europe.&nbsp;Participation as a driver of housing quality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Community-led housing approaches<\/strong>. <a href=\"https:\/\/www.linkedin.com\/in\/mellis-haward-36130621\/\">Mellis Haward<\/a> shared community-led housing projects where future residents actively participate in developing&nbsp;their homes.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">These approaches highlight how greater agency&nbsp;&nbsp;can improve quality of life, strengthen social cohesion, while&nbsp;significantly reducing capital and whole life&nbsp;costs.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Climate adaptation and overheating<\/strong>, presented by <a href=\"https:\/\/www.linkedin.com\/in\/niki-gaitani-6036b018\/\">Niki Gaitani<\/a> demonstrated the benefits of architectural design in realising climate positive and circular communities. She emphasised the need to move&nbsp;beyond operational energy performance towards lifecycle-based approaches in building policy and planning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Representing the <strong>United Nations Environment Programme (UNEP)<\/strong>,  the need&nbsp;to integrate climate resilience into housing and renovation policy alongside energy performance. He&nbsp;demonstrated through an example in Milan&nbsp;how passive measures can keep buildings at comfortable temperatures even&nbsp;during heat waves and cold spells.<\/p>\n\n\n\n<h3 id=\"h-from-projects-to-policy-aligning-practice-with-eu-frameworks\" class=\"wp-block-heading\">From projects to policy: aligning practice with EU frameworks<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The subsequent discussion, facilitated&nbsp;by <a href=\"https:\/\/www.linkedin.com\/in\/gearoidcarvill\/\">Gear\u00f3id Carvill<\/a>, Co-chair of the ACE Sustainable Architecture Work Group, highlighted ways to overcome common barriers to scaling such approaches, including fragmented governance, regulatory complexity and limited alignment between policy objectives and implementation. The discussions highlighted solutions directly enabled by ongoing European policy developments, including the implementation of the EPBD, national renovation strategies, and the New European Bauhaus framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Reflections from Judit Kimpian: policy and legislative levers for an NEB transformation<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reflecting on the seminar, <strong>Judit Kimpian<\/strong>, Member of the ACE Executive Board and Coordinator of the ACE <em>Achieving Quality in the Built Environment<\/em> Thematic Area, framed the discussion around a central question:<strong>What are the legislative and policy levers that can deliver a New European Bauhaus\u2013empowered transformation of the built environment? <\/strong>ACE research has repeatedly found that&nbsp;outstanding projects are enabled by clients with the vision and expertise alongside&nbsp;financial incentives for innovation. Evidencing the value of architectural quality will therefore be a key lever for the broad cultural implementation of New European Bauhaus principles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the context of meeting the affordable housing challenge head on, priority should be given to better use of existing buildings, where housing is most needed. Reusing and repurposing buildings must become easier and anchor developments should facilitate the creation of local energy communities and public realm regeneration.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Deep renovation should be prioritised for buildings in the poorest condition, where environmental and social gains are greatest. For the remainder of the stock, lighter renovation measures and services upgrades may be more appropriate and resource-efficient.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, she underlined that delivering this transition cannot be achieved in isolation.
